This can be accomplished by using a function of Internet Explorer.

Publish Internet Explorer 6 as follows using the Cluster Manager:
    1. Browse to C:\Program Files\Internet Explorer\iexplore.exe and add IE as an application
    2. Add C:\Documents and Settings\%username%\My Documents to the Command-Line Options
    3. Change the name to File Explorer
    4. Change the icon to reflect a File/Windows Explorer
    5. Click OK

Note: Do NOT directly publish Windows' explorer.exe as this will leave undesirable results

If you are using Internet Explorer 7 or higher, you will have to use this alternate method:
    1. Browse to C:\Windows\
    2. Make a copy of “explorer.exe
    3. Rename the new copy to “fexplorer.exe” (for example)
    4. Publish “fexplorer.exe” using the Cluster Manager
    5. Add C:\Documents and Settings\%username%\My Documents to the Command-Line Options
    6. Change the name to File Explorer
    7. Change the icon to reflect a File/Windows Explorer
    8. Click OK
